Recent changes

1. Added a dashed line below each blog record display on the front (news) page
2. Added "Add Comment" link to the record display on the front (news) page
3. Some administrative pages do not fit in blog theme width (See Space Admin/Permissions for example). Now such content simply overflows to the right in controlled manner creating a "drawer" like pane.
4. Fixed Internet Explorer rendering bug: adds whitespace between the top banner and the menu buttons immediately after.
5. Comment mode in Wiki markup mode is fixed to fit in the layout (partial fix for errata 0.2.15)
